It is located in the Lancaster neighborhood of the St. Charles subdivision in Waldorf. It was one of the first multi-story elementary schools found in Charles County.
The school is named after C. Paul Barnhart. He was born on October 4, 1908 in Hagerstown, Maryland. Barnhart served as Superintendent of Charles County Public Schools (CCPS) from 1956 to 1963. While he was superintendent, Barnhart oversaw the start of the school system’s first kindergarten classes. He was also in charge of the expansion of the central office staff. That expansion included supervisors in the areas of music, science, transportation, school lunches and purchasing.
Barnhart began his educational career as a history teacher at Williamsport High School and Hagerstown High School. He later served as principal of Greenbelt High School and Bladensburg High School. After that, he became assistant superintendent of Washington County Public Schools. After leaving the Charles County Public School System, Barnhart worked in Lagos, Nigeria. He served as Chief of Party for the Radio and Television Education Project. This was part of the United States’ International Development Program.
