Do I Need a Real Estate License to
be a Property Manager in Maryland?
Great question! Right now, you do NOT need a real estate license to manage rental homes in Maryland. That means someone can help take care of rental properties without having a special license.
But that could change in the future. Maryland’s lawmakers will meet again in January 2026. We’re not sure yet if they’ll talk about any new rules for property managers. If nothing happens next year, changes might be talked about in 2027.
So Why Do Some People Still Use a Licensed Property Manager? Even though a license isn’t required, there are some good reasons to work with someone who has one:
- They can list your home on the official MLS (where lots of renters look);
- They follow rules that protect you and your property;
- If something goes wrong, you’re backed by the Maryland Real Estate Commission (MREC).
What’s the Bottom Line?
You don’t need a license to manage a rental in Maryland right now. But working with a licensed, experienced property manager can give you more peace of mind, and help you avoid problems later.

Why Should Property Managers be Licensed?
We believe that all property managers should have a real estate license, and here’s why. If a property manager isn’t licensed, they can’t advertise and market homes for rent in Bright MLS (the regional Multiple Listing Service). That’s a big deal, because the MLS is where many renters go to find homes. Instead, the unlicensed manager would have to hire a real estate agent to do it. As the owner, you might not get to choose who markets your property.
Also, unlicensed people have limits on how they can talk to renters about your home. That means you may not be getting the best service, or the best tenants.

Here’s one more important thing to think about. Unlicensed property managers can’t use the lease agreement created by Maryland Realtors, our state real estate association.
That lease is carefully written to follow all Maryland laws and protect both the owner and the tenant. |
Instead, unlicensed managers have to use other documents. And those leases may not follow Maryland law completely. That could lead to big problems later if there’s ever a dispute or something goes wrong.

Every year, the MREC gets complaints from property owners about property managers. But here’s the problem. If the manager isn’t licensed, the MREC can’t take action. They have no power over unlicensed people. That means the property owner is stuck. Their only options are to:
- File a complaint with the Maryland Attorney General’s office (and that process isn’t always clear);
- File a civil lawsuit, which takes time and money.
