A prospective tenant can always offer a lower rental amount to the property owner. We recommend that it be done, though, as part of the application process. It’s similar to asking if a homeowner will offer special concessions or make specific repairs. Typically, landlords and real estate agents will not answer such questions outside of the application. They need to be able to make a decision and answer requests based on all of the information.
